customers have posted for many months on upgrade letters "offers" for free upgrade. I imagine if you call billing and ask how to lower your service price in order to keep your service they will offer free upgrade to X1 with a good priced package with no upgrade fee. Note that the offers are for 12 months and if you want no 12 month committment that it may be around $10 more per month than with a 12 month committment. If they offer a package with the x1 equipment included (no montly separate charge) and included HD tech fee (no $10/month charge) that that is a really good offer. the use of cloud DVR with such a package will add a $8-10/month fee for anyroom DVR since no equipment is being paid for 'directly' (happened to me) to use the cloud DVR. in my case it is $7.99 month but I don't get charged the $10/month HD fee any more so it works out ok anyway.
So again, no evidence just speculation. Those offers you mention are not offered to everyone. They are based on what market you are in. Meaning, for example, people in an area where other wired competitors are present get better offers/prices then those who live were comcast has a monopoly. That's why when you go shopping on comcast site you first have to enter your service address before you can see any services, prices, or offers.
did you try calling 800-comcast and select billing then ask for someone that works in account retention?
