Hi, another customer here. closed caption with digital cable does not use the TV's decoder unless connected by coax to the TV. The captions are decoded and displayed by the X1 set top box.
Do you have access to the Cloud DVR and can stream the same program on a desk/laptop or smart device (apple/android)? If so, does the same problem also happening there? I have an open ticket since June 2016 about the prime time shows on the CW network not working on X1 set top boxes while the same programs on iPad/iPhone/android and on the desk/laptop site https://tv.xfinity.com/ site show captions normally.
