Cloud DVR feature is free, as long as you are paying on the bill for an Anyroom (x1 is anyroom) DVR. If you are in a package that includes all your DVR equipment so that there is no individual charge for the DVR, then Comcast charges approximately $10 as 'anyroom DVR'. It may not be intuitive but that is currently how the billing system is set up (happened to me).
Your channels will match your subscription with exception of TVGO (as I understand previous posts the Roku will not work on your account if not on your home internet network).
I can't answer the Samsung as it is out of my wheel-house in experience.
