I actually spoke to a company engineer long ago and he explained that there are 2 boards inside. He said the leakage was better (more) in the lower numbered ports board and that is why the longest run and DVR runs should be there. The add-on board also 'leaks' too. We used to call that cross-talk but that leakage is how MoCA communicates to each outlet.
