this means that the set top box can communicate marginally but not well enough to set up and operate. In previous threads, the customer found the amplifier power supply was unplugged (no lighted power LED on the powered splitter). If you can't find the problem, call 877-896-8678 and let them check your signal levels and schedule a service call if necessary.
