Ok, you seem to be pushing to return to mpeg2 (inefficient compared to mpeg4) for some reason. The idea is to get the best image in the smallest package which is why Comcast and others are spending many millions to convert to mpeg4. Sure, Comcast could have said no let's keep our money in the bank, and not use the HD technology fees we collect to improve the delivered picture quality, but instead they did commit to the massive upgrade in technology.
You should be quite glad in that the out-of-home-viewing is in mpeg4 as it uses 1/2 approximately of the data for the same image quality. I'm hoping soon that Comcast decides to let you adjust at will the amount of cloud storage you have and maybe, just remove the physical DVR from the home entirely.
And for what it is worth, I'm a customer just like you. I just happen to have been a TV tech from the old black and white days, regunned CRTs, dealt with technology changes like round RCA color TVs to rectangular color, from hand wired chassis to modern black box epoxied boards, ... (etc.)
