what you are describing is bad signal or noise or both on your line. you can call 877-896-8678 and ask the representative to check your signal levels on your X1 equipment.
for modem issues (likely same problems) call 800-Comcast and select the problems connecting/internet option. The representative can run the signal level checks on your modem.
