since you have 003004 and not 003003 you do have some data being received by the set top box but it is so weak it can not create a good connection to the various comcast servers.
do you have an 'amplifier' splitter in the attic or crawl space? if so, look at it and see if the LED is illuminated. If not, look for an attached power brick plugged into electricty. If not connected directly at the amp, check out each cabled outlet in the home even those not connected at the moment to a set top box. Many of thse cases are simply someone has unplugged a powerbrick that supplies power to the amp via the coax cabling.
