the cloud DVR feature is not 'connected' to your home based physical DVRs other than the recordings are made in both local and cloud DVR (like a mirror image). You can literally unplug your DVRs and put them in a closet yet the cloud DVR will record and allow playback via apps or an xg2 companion set top box.
The information above seems to point to a 'new' DVR being added (additional DVR) as the $19.99 is the retail price per month if not included in a package.
If you call 800-comcast and ask for billing ask for pricing on your Triple-play or Double-play that includes your equipment in the price. For 3 DVRs and companion xg2 they are offering several packages that include starz or HBO. If you have the HBO package you can change to other premium channels on a not-too-often basis. Be sure to say you are looking for a lower price with your same channels. Expect to pay about $10 more for the package if you don't want a 2 year contract, and that the non-contract will be valid for only 12 months at which point you will have to call again.
