as per above, not determined yet. You can use a desk/laptop and connect via hdmi now. You can use a desk/laptop and the chrome browser and 'cast' the screen to a comcast dongle.
my guess on the 'free' uncounted aka zero-rated data would be that it matches in-home use of the streams using your home network (comcast managed network then handles the data flow path). Linear channels, on-demand, DVR playback would be on that managed network.
