my guess is that the agent was suggesting that you check to see if the 'feed' on the app was ok or same pixelation. What you describe is bad signal and it takes an in-house tech to check your signals per channel at the demarcation box outside and then same signal at each outlet inside. Could be something as simple as a corroded connection (replace fitting).
